On Sep. 11, the Oregon Department of Transportation (ODOT) closed all southbound lanes of I-5 through Portland’s Rose Quarter. The closure is part of the organization’s multi-year project to improve road safety and reduce congestion on part of the freeway where three major interstates converge.
